Since 1990, Steve Holloway has served as a construction claims expert, causation/damages expert, and expert witness on hundreds of contract disputes. He has participated in numerous settlement conferences and mediation. And he has provided fact and expert witness testimony in arbitration and litigation. In addition, he has been qualified and accepted as a retained and non-retained expert in numerous technical areas before various courts and panels.
He also serves as a private mediator and arbiter for clients seeking to avoid formal dispute resolution. In addition, he has lectured and spoken before the AGC, ABC, CLE, Colorado Defense Lawyers Association, Colorado Bar Association, Denver Bar Association, and Construction Superconference. He has also spoken to other industry groups on engineering, construction, contracts, financial and disputes topics.
Mr. Holloway is regarded by many in the construction industry as one of our nation’s leading construction damages experts. In May 2022, Holloway Consulting celebrated its 25th business anniversary.
Industry Experience
Working as an Owner, Contractor, and CM from 1974 to 1990, Steve Holloway gained extensive experience in construction claims and construction damages before joining Kellogg Corp. in 1990 as a construction damages expert witness and adviser. He became a Partner and Vice President with Navigant in 1993. He then formed The Holloway Consulting Group, LLC in 1997 to provide services in construction claims and construction expert witness. These services include construction productivity, construction defects, GC/CM standard of care; design professional liability and GC and CM standard of care; construction insurance; surety claims; cost audits and accounting; government contract disputes; construction advisory services, and other related matters.
Over the last 50 years, Steve Holloway has worked on a wide range of engineering, procurement, manufacturing, and construction projects in the U.S. and abroad, with an aggregate value of over $50 billion. From 1974 to 1984, Steve worked on a series of large industrial projects. He first worked for Fluor Corp., then with M.W. Kellogg (KBR), Bechtel Power, Fluor Mining & Metals, and ARAMCO. Steve rose through project control, project engineering, and project management positions.
